In a bowl, whisk together flour , baking soda , cream of tartar , and salt . Set aside. In a large bowl, cream together butter and 1 cup sugar until light and fluffy. Add the egg and vanilla extract and mix until combined. Gradually add the dry ingredients and mix until the dough comes together. Scoop dough into balls (about 2 tbsp each) and roll them in the remaining 1/4 cup sugar . Flatten each cookie slightly with the bottom of a glass or your hand. Bake for 8-10 minutes, or until the edges just begin to turn golden. Cool the cookies on the baking sheet for a few minutes, then transfer them to a wire rack to cool completely. For the frosting: Beat together butter , powdered sugar , milk , and vanilla extract until smooth. Frost the cooled cookies, and enjoy!
